• ACTis has raised one flag for the TCTA and placed four under monitoring.
• Governance weaknesses at the TCTA – such as unresolved historical appointment concerns, inconsistent consequence management and internal control deficiencies – do not constitute a pattern of sustained private extraction or networked influence within the institution. Importantly, consecutive unqualified audit opinions and a substantial reduction in irregular expenditure indicate a degree of institutional resilience and corrective capacity at the TCTA. The TCTA has vulnerabilities that could enable abuse if left unaddressed and require monitoring, particularly as it is incorporated into the NWRIA.
• TCTA infrastructure delivery shows sustained delays across major bulk water projects, with some delayed by five to 10 years. While some delays are inherent in large-scale bulk water infrastructure projects, the recurrence of the factors driving these delays across multiple projects points to structural weaknesses that could be inherited by the NWRIA.
